Indian Railways has announced a major revision to its ticket cancellation policy along with changes to boarding point rules, aiming to enhance passenger convenience while reducing misuse of the booking system.
The new rules will be implemented in phases between April 1 and April 15, 2026.
Revised Cancellation Charges
Under the updated system, cancellation penalties will depend on how early a ticket is cancelled before the train’s departure:
- More than 72 hours before departure:
Passengers will receive the maximum refund, with only a flat cancellation charge per passenger deducted. - Between 72 hours and 24 hours:
A 25% deduction of the fare will apply, subject to the minimum cancellation charge. - Between 24 hours and 8 hours:
A higher penalty of 50% of the fare will be deducted. - Less than 8 hours before departure:
No refund will be issued. - At or after departure:
No refund will be allowed.
This revised structure introduces stricter penalties for last-minute cancellations, encouraging passengers to cancel earlier if their plans change.
New Boarding Point Flexibility
In a significant passenger-friendly move, Indian Railways now allows travellers to change their boarding station up to 30 minutes before the train’s scheduled departure.
Previously, this change was only permitted before chart preparation. The updated rule is expected to benefit passengers in cities with multiple railway stations, giving them greater flexibility to choose a convenient boarding point.
Reason Behind the Changes
Railway Minister Ashwini Vaishnaw stated that the revised norms are aimed at addressing misuse of the ticketing system, particularly by touts.
According to the assessment, touts often booked tickets in bulk and cancelled unsold tickets close to departure, recovering a large portion of the fare. The stricter refund rules are intended to curb such practices and improve ticket availability for genuine passengers.
Earlier Cancellation Rules
Before this revision, cancellation charges were based on shorter time windows:
- More than 48 hours before departure:
Flat cancellation charges applied based on ticket class (e.g., ₹240 for Executive Class, ₹180 for AC Chair Car, plus GST). - 48 to 12 hours before departure:
25% of the fare deducted, subject to minimum charges. - 12 to 4 hours before departure:
50% of the fare deducted. - Less than 4 hours before departure:
No refund allowed.
For waitlisted tickets, a nominal fee of ₹20 plus GST was charged if cancelled before chart preparation. Fully waitlisted tickets were automatically cancelled after charting, with a full refund.
Additional Refund Conditions
- Full refunds are issued if a train is cancelled.
- Refunds are also provided if a train is delayed by more than three hours, subject to filing a TDR (Ticket Deposit Receipt).
What This Means for Passengers
The revised rules bring a mix of stricter penalties and improved flexibility. While last-minute cancellations will now result in higher losses, the extended window for changing boarding points adds convenience, especially for urban travellers.
Overall, the changes are designed to make ticketing more efficient, reduce misuse, and ensure better availability for passengers.
